The article surveys Ohio political maneuvers around Governor Foraker, detailing Republican and Democratic positions on real estate valuation, tax equalization, and tax burdens on farms. It notes Democratic cross-state endorsements of Cleveland and critiques Foraker, highlighting the push for a revaluation plan and the political impact on forthcoming elections.
The article traces the evolution of territorial and state laws from early compilations to the later four part codification issued under commissions led by Chase and later Corwen and Hayter. It details the creation of civil and criminal codes, the roles of governors and commissioners, and the structure of the judiciary through territorial to state transitions with explicit names, dates, and counties mentioned.
