Residency bill veto sticks Garzia override fails
In Harrisburg the House failed by one vote to override Gov. Milton J. Shapp's veto of Rep. Ralph Garzia's residency ban for school district employees. The debate linked the measure to potential suburban busing to integrate Philadelphia schools and noted Philadelphia residents would face tax and employment effects if residency rules were removed. Garzia vowed another attempt in September though the vote fell 135 to 52.
