Washington June 21 A Republican representative said the neutrality pact signed at the Buenos Aires conference is a war breeder that perpetuates the myth of collective security. Representative Tinkham of Massachusetts, on the House foreign committee, called the pact an international political alliance and a destroyer of United States neutrality. He argued it would serve as a bridge to the League of Nations and embroil the United States in other countries' political affairs.
Representative Vinson said more than 100 foreign corporations may be subpoenaed to testify as part of a congressional tax dodging inquiry. Treasury officials propose raising the 10 percent withholding tax on income earned in the United States and sent abroad.

Washington reports budget bureau chief says President Roosevelt directed department heads to pare expenditures for the 1939 fiscal year. For 1937 a $2,778,000 net deficit was recorded. 1938 estimates project a $418,000,000 deficit. Daniel W. Bell, acting budget director, says department estimates due by September 15 and to cover all requirements for 1939. Treasury notes budget experts will assist in sharing 1939 expenditures and the bureau may trim estimates before Congress transmission.

In Vancouver Washington on June 21 the three Moscow to United States fliers prepared to meet a military board to inspect their plane. After inspection they would travel with the Russian ambassador by chartered aircraft to San Francisco. The aircraft will be dismantled here and shipped back to Russia.
