When Ohio became a state a historical dispute

The article argues Ohio did not require a territorial period to be a state. It traces the 1787 Northwest Ordinance division, the 1802 constitution, and the 1803 acts. Congress must ratify, not just state conventions, to admit a state. It notes 1803 as the date of statehood and questions Jefferson’s lack of a formal proclamation.
