Rev. John Poucher of Toledo, chaplain of the 38th Regt. O. V., is to deliver the Memorial Day address in the city. A Western Passenger Association committee in Chicago urged special excursion rates for state fairs large conventions and gatherings including Knight Templars Odd Fellows and G. A. R. At a railroad conference about rates for the State G. A. R. Encampment at Springfield, officials said the interstate commerce act forbids deviations from its provisions.
