City approves a parks and recreation bond to finance future park development with $200,000 for planning and maintenance. Officials note the northeast area lacks parks and may gain centers if the school district provides land for playgrounds. Further bonds depend on future approvals.
Deer Park residents packed the city council meeting to complain about water bills ten times normal. Mayor Bill Black said meter readers had earlier estimated usage and undercharged, while new readers now read meters, causing some bills up to 100 dollars.

Addison Wilson III representing the company seeks a specific use permit to build a 106 foot retirement facility at 206 W. P Street. A public hearing is set for 6 45 p m November 15, with the P I committee to advise the council on approval or denial and a potential variance hearing on December 6 if the permit is granted, to exceed the Deer Park 35 foot height limit. Construction could begin in December.
Friday is the last day to submit recipes for a $75 prize in PROGRESS annual contest. All entries are included in a holiday cookbook to publish November 18. Police say a $17000 heroin haul was tied to apartments in Deer Park. At 10 58 a m on November 3 agents arrested a man in possession of the heroin and valued street price cited. A second arrest occurred November 6 in the 7201 Spencer parking lot. Albert Augilar Ortiz of Houston faced public intoxication charges and was remanded to county jail.
A. C. Czigan will become president of the Pasadena Chamber of Commerce for the coming year. The slate includes Jack Thetford as first vice president Cody Davis and Barney Calvert as vice presidents Madison Jobe as secretary Clyde Thomas as treasurer and Ken Waddell as executive vice president. New directors are Larry Forehand Malcolm Prevost Carroll Smith Wayne Taylor John Kimmel Calvin Powitz Clyde Thomas Cody Davis Marty Milberg Al Greenfield Carroll Davidson and Jack Thetford. Continuing board members are Tom Wilson R. R. Knepley Dr C Lee Meyer A C Ceigan Richard Olson Don Love Ray Varga and Dick Nichols.
Construction began at College Park Elementary School with Superior Constructors awarded the contract by the La Porte Independent School District at a special board meeting on October 19. The project aims to expand facilities and accommodate enrollment growth until the scheduled 1978 completion. Ralph Pierce, district superintendent, notes the addition will relieve crowding as Lomax details are finalized.
