Savings Certificates Issued for War Financing Plan
Washington announces two forms of war savings instruments at 4 percent interest to help fund the war. Certificates use twenty stamps at about 4.12 each, totaling 82.40, redeemable for 100 in five years. thrift cards convert 25 cent stamps into a 5 war savings certificate. No one may own more than 1,000 in certificates. The program targets all Americans including children, with sales starting December 3 and continuing through 1918 at post offices banks and other venues. The scheme aims to provide 2 billion dollars as outlined by Secretary McAdoo and War Savings Commission head Frank A. Vanderlip.
