No one may own more than 1,000 in certificates. The program targets all Americans including children, with sales starting December 3 and continuing through 1918 at post offices banks and other venues. The scheme aims to provide 2 billion dollars as outlined by Secretary McAdoo and War Savings Commission head Frank A. Vanderlip.
The 9,000,000 men registered for military duty are grouped into five official draft classes in order of call. The questionnaire from the provost marshal general shows changes from earlier drafts and confirms married men are not exempt as a class. The divisions range from single men with no dependents to officers, religious ministers, and other specialized categories, with special provisions and dependent considerations noted.
