JFK Urges Wheat Passage Amid Referendum Pressure
President Kennedy signed the new feed grain bill at the White House and urged a yes vote in Tuesday's nationwide referendum on a stricter wheat control program. He framed the choice as preserving the family farm system with wheat at about $2 a bushel versus a potential drop to $1.10 if farmers vote no, emphasizing the decision as pivotal for farmers' interests. The measure would extend a voluntary feed grains program with changes, allowing some wheat for feed and easing impacts of the wheat program.

Governor's power vs university authority in integration dispute
The governor lacks clear power to compel university actions as ex officio board president. The board alone administers university affairs, with Wallace holding only one vote and no appointive power. He could attempt to force admission of Ne and risk courts clarifying his error, mirroring the tensions in Jefferson Birmingham Madison Mobile and Macon counties over school integration.
