The report notes troops deployed on the British front alongside plans for Magadan roadway and dam three to foster prosperity. It cites Father of Muscle Shoals describing current needs now that a major project has been authorized by authorities.
Col. J. W Worthington urged sacrifice as essential for Muscle Shoals progress during a Board of Commerce speech in Albany. He warned against pig-in-the-trough attitudes and called for a first class macadam road to the Shoals, with bridges atop dams and urgent plans for construction.
The local board lists 116 white principals and 5 alternates called for military service with notices to be mailed once mobilization dates are set. Between May 25 and May 30 the troops may depart, subject to adjutant general confirmation and camp assignment details.
American troops stand on both Picardy and Flanders fronts joining French and British lines as artillery increases. Reports say units are in various sectors in France including Meuse, Champagne, and Montdidier areas with German raids repulsed and Belgian lines advancing north of Ypres. Kaiser Wilhelm is reportedly on the Western Front.

Walter Hardley, described as a noted desperado and the most daring criminal in Morgan county jail, was sentenced to death by hanging at Culman on June 28 after the Alabama Supreme Court denied a motion for a new trial. He was convicted for the murder of James G. Jones, a merchant in Hanceville, on August 9, 1917, and had previously escaped from Birmingham jail and other facilities while under sheriff Forman's watch.
The steamer Atlantique of Messageries company was attacked in the Mediterranean by a German submarine. Nine Arabs were killed in the incident near Paris on May 17.
Major Watt a renowned eloquent English veteran will speak at the Masonic Theatre tonight under the Soul of Defense banner. He will be introduced by Mayor Payne and the public is invited with no admission charge.

William Wardlaw chairman of the Liberty Loan Ex Committee writes to Albany Decatur Daily praising local citizens for their time and money contributions. He thanks the newspaper for assisting the campaign in Albany and surrounding areas.
One thousand copies of today's Fourth Booster Edition of the Daily are set for Florence distribution in hotels, restaurants, trolley cars, depots and streets. The boosters note strong sales and reports of six families moving to Albany or Decatur, with shoals trips every Monday and Saturday. Officials urge continued support to fund the next two June issues and invite readers to mail copies to out of town friends.
The government owned lot at Bank street Decatur will host the Chautauqua event. Ed B. Almon secured official permission after Portmaster Crawford could not authorize it. A congressman intervened and the post office department granted telegraphic approval within hours.
Washington May 17 One hundred six names appear in the casualty list issued by the war department. Fifteen killed in action six died of wounds four of disease one gas poisoning one severely wounded sixty slightly wounded eight reported missing in action. Lieuts Harold Goodrich M S Redmond and Privates Sidney C Kinch Prentiss Baker Ray M Hicks L L Knight John R Weiler listed as prisoners or wounded. only southern soldiers named.
Thirty members joined the Albany Board of Commerce in a morning membership drive. Five teams of business men began at 9 30 and by noon the tally stood at thirty with plans to grow further before the campaign ends.
Washington May 17 The House approved the conference report on a bill requiring registration of youths who have reached 21 since June 5 last. no record vote was taken. The measure, now sent to the president, places registrants at the bottom of draft lists and exempts students in medical and theological schools.
Paris reports an American aviator returned from the front today with a plea for swift Caproni deliveries. Italian air raids hit Austro Hungarian works at Durazzo and Lizza, sparking fires but all planes reached base safely.
Amsterdam May 17 reports say anarchy prevails in Odessa with bitter hand to hand fighting. Martial law has been proclaimed by Austrians and thousands flee from Kiev as siege rules tighten. one of Italy's premier was killed in an aeroplane today.
Edward Rickenbacker of the American air service shot down another German aircraft over the front north of Toul this morning as he added to his wartime record. The action occurred with the American Army in France on May 17.
