Alabama House Judiciary Committee delayed action on a bill to empower a newly formed racial probe commission to subpoena witnesses and records and seek court orders to enforce its inquiries. House Raises Limit On Debt

Washington AP. Senate leaders prepare a debt limit bill for a vote before the limit drops from 305 billion. The House approved 213 to 204 as conservatives pressed budget cuts and pledged to block any plan extending the ceiling indefinitely. If enacted, the bill would lift the limit to 307 billion immediately and 309 billion on July 1, with further increases likely if Kennedy tax cuts pass. Byrd schedules a Senate session, balancing opposition with a pledge to move the measure after a Dillon appeal.
