Former City Leader Edward Payne Dies at 83
Information reached here today of the sudden death of Edward C. Payne of North Tonawanda New York aged about 83. A Decatur pioneer Payne served two terms as mayor of New Decatur and built a lumber business after arriving in 1887. He is survived by a brother sister and one niece. His wife Isabella C. Payne died in North Tonawanda ten years ago.
