A court appointed appraisal valued Thomas Z Bailey property on Davis Street at 146750 after Bailey refused an offer of 135000 for land including the Albany Coal and Grain Co warehouse. Authority director Charles Parker said an appeal of the higher appraisal would probably occur, but would not delay land clearance or city hall construction.
