Alabama judge upholds $7 million textbook contracts
Circuit Judge Richard P. Emmet ruled the state of Alabama’s $7 million deal with 12 publishers valid despite bidding without required purchase orders. He found minor bid discrepancies negligible, noting publishers acted in good faith and the warehouse commission did not affect pricing. The order came after the state paid for the books in advance.
