The piece argues for a Biennial Session Amendment to set 70 calendar days in inauguration years and 60 days every two years with a pay raise to $10 a day. It claims major savings, eliminates most special sessions, and shifts budgeting to a four year cycle while preserving a 30 day emergency session.
