Brewer Outlines Guideline Views on Federal School Rules
Alabama House Speaker Al Brewer described 1965 and 1966 federal school guidelines at a Decatur Lions Club meeting. He said many schools complied with the 1965 freedom of choice plan and argued some districts faced harassment rather than punishment for noncompliance with the 1966 provisions. Brewer noted quotas, staff promotion of guidelines, and civil rights authority, urging hearings if federal aid is threatened and legal action if rescinded.
