Soviet Budget Cuts Defense Spending Compared to Earlier Years

The Soviet Union earmarks 18.5 percent of total expenditures for defense in the current year, about $19.85 billion, down from 32.6 percent in 1940 and 24 percent in 1946. The budget speech by Finance Minister A. G. Zverev was delivered to the Supreme Soviet with Stalin and foreign diplomats present. The comparison notes U S defense spending at $13.028 billion or 30.6 percent, while ruble dollar purchasing power varies. In Dallas, Secretary of State Dean Acheson accuses the Soviet of using military buildup and communism to erode non-Soviet resistance, calling it a poised bludgeon.
