In Mobile on June 10 1940 the Alabama Democratic chairman favored selecting a candidate for state Superintendent of Education by the state committee to replace the late Dr H C Pannell, citing cost of a special election at over 60000 dollars. Opponents cited past protests over delegate selection and urged a committee decision. A special statewide primary would be too costly, with November general elections looming.
