Archibald A. Sproul a 53 year old National Guard major general and last commander of the 29th Infantry Division of Virginia and Maryland says he resigned his commission because orders tied troops to Washington and Baltimore riots. He says soldiers were told not to load weapons or use rifles to protect themselves or stop looting and that he could have served another decade.
