President Johnson seeks a 6 percent surcharge on corporate and most personal income taxes for two years or longer to pay war costs. It would raise about 4.5 billion in year one and affect incomes as low as 1,900 for singles and 5,000 for couples with two children. Exemptions apply for certain low earners.
