Decatur faces a sudden cold spell as springlike warmth fades. Temperatures fall from the morning high to a night low of 18 to 24 degrees with cloudy skies and wind and little precipitation expected. The day’s high is already past while early morning lows reached 42 at 6 a.m. and continued dropping.
Pravda reports the Kremlin ready to discuss halting antimissile and offensive arms development. Kosygin allegedly told a London news conference the Soviet government will discuss preventing a further arms race in offensive and defensive weapons, a claim not in the official text. Tass cites Kosygin speaking to RUSSIA on Page 2.
Montgomery leaders unveil a plan to resolve the al location of road money. Guy Roberts chairman of the Alabama Association of County Commissioners says the resolution covers funding for cities and counties and a state bond issue. It may propose a one cent increase to the seven cent gas tax to yield about 13 million dollars yearly for cities. The plan will be read to county commissioners and could affect the seven cent gas tax distribution.
An explosion in a Lone Star Army Ammunition Plant assembly area killed 11 civilian workers and injured many others. The blast occurred in a 20 by 40 feet room on a fuse attachment line, with 12 nearby in adjacent rooms. Names of the dead withheld pending relatives’ notification.
New York report says Charles Red Ruffing, former Yankees pitcher, was elected to Baseball Hall of Fame in a special run-off election. Tokyo dispatch notes Mao supporters claim armed clash, seizing Fukien Province from Nationalist forces as Taiwan remained under Nationalist control.
Three battalions of American infantrymen faced heavy enemy fire in the central highlands near the Cambodian border north of Saigon as part of Operation Sam Houston. U S forces reported 385 Communist dead, 13 helicopters downed, and 7 353 U S troops killed overall in the war, with ongoing clashes and field reports by AP photographer Al Chang.
Mrs Marjorie Powell testified that payroll checks made out to her were endorsed by someone else. she could not name the person but said the signature resembled hers. She testified before a special House committee probing Rep Adam Clayton Powell's seat. Powell's camp said he paid her expenses from her payroll account.
The Tennessee Valley Authority refused construction of two dams in the 160000 acre Town Creek Watershed citing noncompliance with specifications. TVA cited higher dam height or wider spillways as fixes in a letter to watershed chairman E. E. Elkins. Lawrence County agent Sherrill Parker noted a meeting between project officials and authorities.
Secretary McNamara announced plans to activate up to 31,000 individual reservists not meeting statutory obligations or satisfactorily participating in units. Starting next July, those called to active duty would serve 24 months, with existing active or training time deducted. The move uses 1967 Defense Appropriation Act authority sponsored by Senator Russell to help units by removing less engaged Reservists.

Two former Lawrence County deputy sheriffs, Walter Muston and Terry Mus ton, were released on bonds of 1000 and 300 dollars after separate incidents involving beer. Sheriff Harlon Rutherford said the men, both of Moulton, were charged with transporting beer and violation of prohibition during a raid at their residence.
In Toms River New Jersey the murder trial of Reginald McKnight could begin testimony Friday as jury selection nears completion. A 14 member panel must be drawn with 12 chosen by lottery to decide the case. Ronald Sandlin 18 of Lakewood was abducted from a Lakewood service station on August 7 and found shot and battered in a shallow grave near McKnight’s Manchester Township home after an intensive search.
