Gov. Chauncey Sparks urges maintaining a surplus of 8.567 million dollars in the special educational trust fund while limiting general appropriations to 1939 levels. He calls for a legislative council to manage pool funds and a 26 percent payroll cut, with the pool allocated as needed to sustain high standards and an eight month term.
Secretary Knox announced that Japan evacuated Guadalcanal in the Solomons, marking the first complete loss of a major position in the war. He said resistance had ceased and the way opened for U S advances toward key Japanese bases. Buna in New Guinea was also evacuated, with a large Japanese force annihilated weeks earlier.
