Bitter fight over Brannan plan splits farmers and Congress
Washington reports a sharp clash between Secretary of Agriculture Brannan and major farm groups led by the American Farm Bureau Federation and the National Grange over the Brannan plan. The dispute concerns future farm programs, price supports, and who speaks for farmers, with the National Farmers' Union backing Brannan and the National Council of Farmer Cooperatives set to decide at its January convention. The outcome could shape future farm legislation as Congress weighs both high farm returns and low food prices against full market returns.
