Tampa University president John Harvey Sherman testified to the Dies committee that a German consul general offered to donate books to his university but the offer was rejected. Baron Edgar Fredd er Spiegel Von Und Zu Peckelsheim said such gifts were used to promote German study in U S colleges. Sherman said a stranger called as Ernest Berger arranged the contact and that the German government funded the donations in other institutions. He noted the Baron arrived with Berger and stated the donation came not from the Baron personally but from his government.
