Building One Reason For Tobin Forecast
The Federal Reserve Board foresees further moderate rises in construction work, backing Secretary Tobin’s view that employment could rise by about 1,000,000 this year. The board notes 2,000,000 workers were employed in contract construction at mid year and credits housing activity, lower interest rates, mortgage funds, smaller homes, and improved design quality as factors.

Senate Battles Over Budget Bill Delay and Amendments
Senate leaders led by Dolph County and Guy Hardwick of Houston opposed the committee substitute arguing deep department cuts would cripple operations. The session delayed six hours as lawmakers debated amending the house bill rather than starting anew. Noncontroversial measures passed include raising the Attorney General salary to 7500 and allowing the assistant revenue commissioner to act when the revenue commissioner is away. The conference committee approved a provision for absentee voting in person with servicemen exempted if ballots are marked in the presence of their commanding officer. Two bills were killed in the house a constitutional tax amendment and a companion sliding-scale bill failing to reach required majorities.
