U S to scrap controversial Panama Treaty and draft new one
President Johnson announced plans to scrap the 1903 Panama Canal treaty and draft a new agreement offering Panama a share in management and profits. He cited post 1964 riots and ongoing negotiations as proof nations can resolve differences peacefully and hinted Panama may host a future sea level canal. The plan preserves defense of the canal and study routes for a potential new waterway in Panama.

Gromyko Assails U S Policy in Viet Nam at UN
Soviet Foreign Minister Andrei Gromyko charged the United States with aggression in Viet Nam during a one hour policy speech to the General Assembly. He proposed a draft treaty to halt nuclear spread and a UN declaration against interference in internal affairs. U S Ambassador Goldberg dismissed the charges as rehashes of old Soviet positions. He noted most UN members favor unconditional negotiations with Johnson’s administration over polemics about Viet Nam.

New Treaty Proposed By Russians
In a U N General Assembly address Soviet Foreign Minister Andrei Gromyko urged a new treaty to bar spread of nuclear weapons to new states and block a Western multilateral fleet. He faulted a U S plan from Geneva disarmament talks as a “tiny crack” that could allow hundreds of missiles. He criticized West German aims for weapon ownership or control. The U S proposal would prohibit transferring nuclear arms to non nuclear states and prevent increasing the number of independent nuclear powers. See RUSSIA, Page Two.
