Joint Chiefs Back Wider Air War Target Haiphong Fuel Stocks
The Joint Chiefs of Staff unanimously favor a broader air campaign against North Vietnam with Haiphong area fuel and air stocks as the top priority. They oppose striking Haiphong city itself and Hanoi, while deeming Haiphong mining a secondary aim to disrupt truck-based supply lines. The chiefs say bombing the fuel stores could limit Communist infiltration without causing heavy civilian casualties.

Buddhist leaders urged broad constitutional changes and a possible return to civilian rule, while the Armed Forces Council backed the directory. Da Nang saw the largest protests with about 3,000 people mainly students and soldiers.
