Pope Paul VI Expands Bishops’ Administrative Powers Worldwide

Pope Paul VI announced a broad expansion of bishops' administrative authority within the Roman Catholic Church. The decree lets bishops grant exceptions to general laws without Vatican referral, reserving only a small number of questions for the Pope. Bishops gain leeway on matters including annulled marriage ages, lay professions by clergy, and nun’s external life, while the Pope retains key vetoes. The move aligns with the Ecumenical Council's pastoral duties document and precedes a gradual rollout of related measures across the Church.
