Rhodesian Leader's Move Sparks UK and Zambia Ire

London and Lusaka condemned Rhodesian Prime Minister Ian Smiths decision to dissolve parliament and call elections as a step in the bloody clash between his white minority regime and the black majority. British Foreign Secretary David Owen said the move set back Anglo American efforts for peaceful majority rule, canceling a planned trip to southern Africa. In Zambia a ruling party official called the decision disgusting and warned Rhodesia must not be cheated. Guerrilla bases in Zambia and Mozambique prolong the conflict at UN discussions.

Welfare Costs Pivot on Abortion Funding Policy

A population expert warned that welfare costs could rise to 250 million annually if government abortion funding ends. Frederick Jaffe of the Alan Guttmacher Institute said about 100,000 poor women would bear a child and seek welfare each year, with per-case maternity and child costs around 2,500 dollars. He urged 410 million dollars in 1978 for preventive services to cut unwanted births in half within five years. In Rhodesia, Prime Minister Smith dissolved parliament and announced elections for August 21, amid pressure for majority rule and talks with black leaders breaking down in Geneva last December. Smith warned of two paths: continued bloodshed or negotiated settlement, with whites maintaining key security ministries during transition.
