Knott Jr, they apply to vehicles bought by the government and take effect for autos manufactured after Oct 13, 1967. The rules add nine standards including seat belt and door controls, shielding ashtrays, padded seatbacks, rear defoggers, and fuel tank protections. Provisions require initial standards by Jan 31, 1967 with later permanent standards by Jan 31, 1968, as Congress and the Commerce Department proceed.
