London reports a Hanoi rebuff of a peace envoy, with North Vietnam reiterating it will not receive a British Commonwealth peace mission. The Vietnamese news agency portrays Harold Davis as a personal envoy only, downplaying official status.
The House approved a bill aimed at ending resistance to Negro voting in the Deep South. It advances to a conference committee with the Senate’s version, and would suspend literacy tests in seven Southern states while banning poll taxes in state and local elections.

California Finance Director Hale Champion and his wife and baby were kidnapped in Portland Oregon and held for four days as ex convicts Wilford Gray and Carl Bowles roamed to Benton Station and near the Sierra Nevada. They surrendered to California highway patrol. FBI will arraign the suspects. One deputy sheriff was killed during the chase.
An Vietnamese official welcomed Henry Cabot Lodge as U S ambassador designate to Saigon saying he will be at home there and knows them. Lodge would succeed Maxwell D Taylor with expected closer ties to Viet Nam's military junta, including Brig Gen Nguyen Cao Ky, amid past coolness between Taylor and Ky.
Dr. Wolfgang Pilz, the last German scientist in Cairo’s rocket effort, has quit and returned to Germany. He led a team aiding the United Arab Republic to craft rockets with ranges praised by President Nasser. Two associates, Dr. Paul Goercke and Hans Klein-Waechter, also returned recently.
