Steps urged to bolster North Carolina growth in report

Raleigh AP reports a 21 page study by the Governor's Council for Economic Development recommends expanding local planning and creating a state Division of State and Regional Planning. It calls for multi county planning districts, a new community services division, and councils on preparation and development, human resources, and natural resources to sustain growth and create about 46,000 nonfarm jobs yearly through 1975. Gov. Dan Moore welcomed the emphasis on planning as essential to economic development, noting rapid government growth and limited revenues require coordinated planning to avoid duplication and ensure job creation. The report notes past gains in the 1960s and rising incomes, but warns the income gap between low and high income counties and the state versus the nation will not close without decisive action.
