Federal says Virginia must desegregate swiftly
Federal officials reaffirmed that Virginia public schools must pursue total desegregation quickly. Many districts rely on freedom of choice plans, but HEW states those are interim and may force attendance-zone schemes. Seeley and Johnson warned districts to cooperate with desegregation efforts or risk action, with some localities already told to abandon current plans.
