Most Homes May Require Insulation Under Plan

Federal Energy Administrator John O Leary told a Senate hearing that as much as two thirds of U S homes may need insulation under President Carter s energy conservation program One third lack insulation and another third are poorly insulated He said a blend of incentives and disincentives would push all homes to be energy efficient. The plan aims to be ready within ten years and may require utilities to install insulation with consumer surcharges or tax credits for do it yourself work.

Chocolate Prices Jump As Cocoa Costs Surge Across Industry

Pittsburgh reports tell of a chocolate price surge with up to 100 percent rises from last year. Ambassador Young apologizes to Britain over racism claim

Virginia sees mostly sunny but windy cool conditions on Friday with highs mid 40s in the mountains and near 60 along the coast.
