Record rainfall tops ten inches in Roanoke basin near Kerr Dam
U S Army Corps of Engineers report from Wilmington notes just over 10 inches of rain in March in the Roanoke River Basin above John H. Kerr Dam with several stations near 12 inches. Rainfall fed streams and Kerr reservoir with about 100000 cubic feet per second inflow during three floods. Kerr elevation reached 318.85 feet on April 3, highest since outflow exceeded inflow during late March. Flood releases have continued since March 24 at 35000 cubic feet per second, preventing about 5 million dollars in industrial and agricultural damages but causing some flood-related impacts from the discharge.

Ponder Meet of Consumers On Utilities
A Virginia Consumer Congress subcommittee studies a statewide consumer convention in Richmond in May or June to push utility reforms. Delegates would discuss expanding the State Corporation Commission and ways to pressure legislators in the 1976 General Assembly. The plan includes task forces, financing, and topics for debate with a two week report due. The drive aims to build a platform for legislation and track legislators who support or oppose the proposals. The group seeks $75,000 to hire expert witnesses in a Virginia Electric & Power Co rate case, with roughly half already raised ahead of a July SCC hearing.
