Tokyo AP report says Hanoi Radio claims life is returning to normal in recently conquered South Vietnam areas along the Perfume River. North Vietnam's news agency has echoed similar lines, portraying refugees returning home and shops reopening amid the conquests.
Saigon faces factional strife as radical and moderate opposition doubt Thieu will quit. Thieu names Nguyen Ba Can as premier, harshly criticizes U.S. aid cuts, while rumors of upheaval spread. Embassy notes rising anti American sentiment though no mass evacuations or arrests are reported. Viet Cong directives urge restraint toward civilians amid shifting control along the Perfume River.
In Buffalo AP report, John Hill, 23, is convicted of murder in the death of Attica guard William Quinn during the 1971 prison revolt. Charles Pernasilice, 22, is found guilty of second degree attempted assault after jury instructions reduced charges. Quinn died two days after being beaten on Sept 9, the revolt's first day, part of the conflict that left 43 dead.
Henry Kissinger outlined how North Vietnam planned intensified attacks in 1974 and a massive invasion after U.S. aid waned. He noted South Vietnam’s limited C130 flight readiness, fuel and ammunition priorities, and how aid cuts compelled strategic withdrawals near Saigon, stressing moral questions about U.S. decision making for its ally.

Six people died and about 70 were injured in Belfast as two pubs, McLaughlin's and Mountainview, were bombed on Saturday. A female attacker hurled an explosive from a gas cylinder at McLaughlin's, injuring about 15, with one victim headless on arrival. A second blast at Mountainview on Shankill Road killed at least four and left about 55 injured. Witnesses described ghastly scenes and extensive damage. Police noted retaliation links and the timing followed a ceasefire news.
