Psychiatrist For Welfare Helm Urged By Officials

San Francisco AP witnesses before an Assembly subcommittee unanimously backed appointing a psychiatrist to head the State Department of Public Welfare but split on whether mental hospitals must always be led by psychiatrists. Pat Dunbar of Sacramento urged focus on dental care schooling and housekeeping, noting underpants shortage at Fairview Hospital despite prior psychiatrist direction. She proposed hospital management by skilled non psychiatrists. Dr Philip Wagner supported lay leaders with psychiatric insight, while Drs Harry Brickman and others raised concerns.
