Weather outlook shows mostly fall conditions with lingering low clouds in the morning and little temperature change. Tonight’s low is expected between 44 and 52 degrees with westerly winds around a moderate pace.
Weather across San Francisco Bay Area to Sacramento Valley shows fair to cloudy conditions through Wednesday with variable winds and mild temperature changes. Readings range from near 56 in Monterey Bay to mid 80s in the Santa Clara Valley and Salinas.
Temperatures across Southern Alameda County show Hayward 64 high and 48 low. Other cities like Pleasanton 76/48 and Oakland 60/52. Across California many readings list highs from Bakersfield 85 to San Francisco 58 and lows from Sacramento 53 to Los Angeles 53. The Associated Press notes Sacramento and the 194 education aid bill faced major talks in a two-house conference over a budget with school unification incentives and the Long Beach tidelands oil issue. Gov. Brown sign, or not, depended on reform provisions and the compromise.
Debates over an 80 percent share and a 1.5 billion barrel oil project leave the bill in doubt as amendments failed to alter the outcome. Sen Teale led backers in a 22 to 15 vote as Assembly passage remains unresolved and a conference committee looms.
In Los Angeles three men arrested during the dragnet for the kidnapping of Frank Sinatra Jr last December were sentenced to prison. Wayne N Stevson 40 received seven years while Warren William Serafin 23 and Donald Rolls Jr 24 were each sentenced to four years. Atlantic City reporters relay a UPI story on American Baptist Convention urged churches to pursue nonviolent direct action toward integration. A 6000-church federation called for fair employment, inclusive loans, and contracts, with a three-member committee to oversee open churches. The paper warned that racial crisis mirrors 1860s slavery era and urged obedience to God’s work over factionalism.
A Daly City high school student, 17 year old Michael Kelley, confessed to police that he shot his father, James A. Kelley, five times last Tuesday, waited over the body for six days, then shot himself Monday. He was hospitalized in serious condition with a stomach wound. He told police he hated his father, a maintenance man for a San Francisco firm, and that the act was an apparent act of remorse after the killing.

In Sacramento, Assembly members Mervyn Dymally and Dan Milford condemned both parent and teacher groups for taking positions on school desegregation and a November ballot initiative. The GOP caucus chairman accused CTA of misleading voters and dodging legislative finance. The PTA faced sharp criticism as it resolved for equal educational opportunities but declined to oppose the housing discrimination ban initiative.
Palm Springs AP reports six California Peace Officers Association valor awards announced by association president August B. Kettmann. Recipients include Oakland officer Kenneth L. Conklin and San Francisco officer Frank W. Watson, plus Los Angeles County deputy Lloyd W. Huskey. Posthumous honors go to CHP officer Charles H. Sorenson, Eugene B. McKnight, and Sacramento Police Department officer Arnold Gamble.
The Assembly nears final vote on AJR 17 and related budget and education bills. Aldermanic and judicial actions appear across departments with amendments to taxation, alcohol revenue distribution, and school funding. Proposals seek extra federal aid and local governance changes, while court aides and drainage district taxes see adjustments.
Police say Rudy T. Davis confessed to driving his car into a Bosque River, killing four children aged from 10 months to 4 years. Davis, stationed at Connally Air Force Base, claimed brake failure and that he and Edith Davis escaped from the submerged car. Edith was treated for shock. officers investigated the incident near central Texas.
