Hayward City council voted 4-1 to change the interim zoning of the Winton annex from light industrial to residential amid protests by more than 40 homeowners. The vote overrode the planning commission and, later, supported a Castro Street entrance for Parking Lot One.
The Atomic Energy Commission canceled the sixth Nevada test explosion for the second straight day due to unfavorable weather. The shot was scheduled for 5:15 am from atop a 500 foot tow at the Nevada proving grounds. A weather check Thursday morning will decide if the blast is moved to Friday as 500 troops and 100 Air Force planes participate in maneuvers near ground zero.
Oakland County supervisors set publication fees at 800 dollars after Clerk Jack Blue confirmed petitions for Bay City incorporation were sufficient for a popular vote. Gerald Cochran, chairman of the Incorporation committee, said he expected to deposit more details as the process advances.
Fiery lava about 1000 feet wide bulldozed through tropical forests along Hawaii’s Puna coast and plunged into the Pacific. A new peninsula formed as lava climbed 400 to 400 feet along the shoreline near Opihikau, with dawn light exposing the advancing flow and cliff tops 10 to 20 feet high.

The Finnish Seamen's Union authorized the Aruba crew to refuse sailing into Whampoa, a Red port, with 3 000 tons of Romanian kerosene, after talks with the government. The ship now in the Indian Ocean may be forced to cancel or find a new crew.
California Attorney General Edmund G. Brown urged the governor or another leader to take charge on the 1.5 billion Feather River Project. At a State Water Project Authority meeting, a restudy of feasibility was discussed, with a March 29 decision date. Brown criticized Durkee and Peirce for lack of enthusiasm and said the issue was passed to the legislature.
San Leandro auto dealer Ban una Abbau ed McLaren reported to police last night that someone entered his home at 75 Lee Avenue and took two rifles valued at 73 dollars. Police said the thief entered through an unlocked rear door and made off with a 22 caliber rifle and a high pressure pellet rifle.

Firemen battled a $2500 blaze at 1018 E street caused by a cigarette on a Chesterfield. Three engines and 12 firefighters fought for about 20 minutes to control the fire in the home owned by Al Silva and occupied by Richard Silva on Second Street.
