Statewide forecast notes a fifty percent chance of light rain in the Bay Area with cloudy skies tonight and Tuesday. Shasta area expects snow or rain, Sierra Nevada cloudy through Tuesday, Sacramento Valley rain with cooler highs, San Joaquin Valley cloudy with highs around 60, Salinas and Paso Robles cloudy with moderate winds, Napa Ukiah and Santa Rosa in the 50s, Fort Bragg NW winds 25-30 knots, and other regional readings showing variable temperatures and NW winds.
The Supreme Court sets a constitutional standard limiting public officials from recovering libel damages unless actual malice is proven. Justice Goldberg and Douglas join in concurring opinions. Brennan declares Alabama truth defense insufficient and notes four Negro ministers faced unjust judgments. The decision allows possible retrial for Sullivan while questioning Times coverage and safe criticism of government.
In Sacramento Democrats clash over Clair Engle's bitter denunciation of Gov. Brown while Engle, partially paralyzed after brain surgery, accuses Brown of trying to end his career. Brown denies the charge and endorses Cranston's bid. Republicans watch New Hampshire and Fresno as Goldwater and Rockefeller tour California seeking support for 86 GOP delegates. Engle insists on reelection. Brown urges him to quit, but Engle says he will continue running.
Sacramento AP reports Goldwater qualified to appear first on the California Republican primary ballot as the party faction seeks strong showings in July national voting. Backers used professional circulators and volunteers to meet the signature threshold, with Goldwater’s campaign claiming broad support from voters. Rockefeller and Stassen also pursued ballot spots as filing neared the April deadline.
Malcolm X announces defection from Nation of Islam to form his own mosque and advocate active self defense against white supremacists across the country. He clarifies he remains Muslim and urges Muslims to stay under Elijah Muhammad while he pursues independent work among America’s non Muslims. He says Cassius Clay might not join his new path and notes Clay’s suspension by Muhammad Ali.
Doctors at UC Medical Center seek a kidney donor for Vickie Lee a 13 year old from Sacramento who is critically ill with kidney failure. Her mother planned to donate but is unable to due to health reasons. A suitable donor should be in good health under 45 with blood type O positive.
