Conference on Vietnam peace plan under study in Paris
Foreign ministers opened talks in Paris with a proposed nine point peace plan aimed at lasting Vietnam peace. U S Secretary of State Rogers praised progress after POW repatriation progress eased a dispute. Delegates from many nations, Viet Cong and the United Nations resumed sessions as Saigon agreed to release 42 prisoners in Hanoi within 48 hours. The plan envisions reconvening the one party conference if peace is threatened and creates a mechanism to report cease fire violations, with Canada warning it may quit the IC C S unless such machinery is formed.
