President Ford said the United States will aid freedom loving nations with arms and economic help but not fight their battles. He cited Vietnam lessons and warned against Vietnam style limits while stressing U S troops in South Korea remain key to peace. Court ruling tightens stock fraud suits scope
The Supreme Court rules only buyers and sellers of securities may sue for stock fraud, halting a trend allowing lawsuits by individuals who only contemplated trades. The decision upholds a rule criticized as archaic, with dissenters noting the impact on investors who suffered losses from false statements. The court also agreed to hear cases on black lung benefits and rejected appeals related to the Watergate defendants.

Governors at the 67th national conference failed to vote on a resolution opposing energy proposals that raise gasoline and oil prices. Democratic Rampton tried to push a three-fourths vote for a statement, but Republican governors blocked action 27 to 11. The draft favored conservation with higher taxes or tariffs only if a strong program is in place, and proposed states receive half of new revenue if gasoline taxes rise to fund highways.
