McGovern Welfare Plan Seen Similar To Nixon Proposal
Sen George W McGovern’s welfare blueprint mirrors Nixon’s Family Assistance Plan while proposing tax reform to end 22 billion in existing advantages. McGovern says his 4000 per family of four grant combines cash and food stamps and costs about 4 billion more annually, with limited detail on working poor policies. He criticizes Nixon for stalled Family Assistance and cites work requirements, but both plans require able bodied recipients to work or lose aid. McGovern’s plan would tax investment income on par with wages and salaries, removing preferential capital treatment.

Hayward Panel Backs Local Methadone Clinic Plan
An advisory committee to the Hayward Human Relations Commission recommended a city backed methadone treatment program for 50 addicts. The eight month study lays out a maintenance clinic design and a policy for Hayward's fight against drug abuse, with funding decisions left to the city council. The Eden Project would be closely involved, and officials note strong demand but anticipate local opposition from some groups.

San Leandro property tax cuts offset by value rises
Local board set new 1972-73 tax rates lowering overall San Leandro and Union City levies, with San Leandro dropping under $10 per $100 of assessed value for the first time in two years. Despite lower rates, higher property assessments mean many homeowners pay slightly more in taxes overall. Rate changes varied across South County communities including Livermore, San Lorenzo, Hayward, and Castro Valley, while Pleasanton posted a notable increase.
