Debbie Rebieja Act Killed in Assembly Committee

SACRAMENTO The Debbie Rebieja Act to toughen sentencing and parole procedures was killed in the Assembly Criminal Justice Committee by a 4-2 vote. Assemblyman Alister McAlister says the bill cannot be revived this year but may return next year or as a voter initiative in 1978, while competing SH42 reform by Sen. John Needly gains momentum. James Reece, 23, is awaiting execution for the murder of Debra Ann Rebiejo, abducted after Chabot College classes last Sept 15.

Hayward forms 17 member interim crime fighting panel

A volunteer 17 member interim steering committee was formed to oversee a community directed neighborhood crime fighting program. The group met at Centennial Hall after a July town meeting to discuss transferring control of the Neigh Alert program from police to residents. Plans call for a four month incubation to name chairmen and train at least 150 neighborhood alert teams across 50 city zones mapped by Sgt Ron McCurdy and Joan Castaneda.

Ex-boxer and trustee named in Hayward drug raids

A former boxing champion from Hayward and an Emeryville school board member were among ten arrested in Hayward and Union City narcotics raids. heroin valued at about 200000 seized. arrests also tied to conspiracy and weapon charges. Several residents including Delores Shipes, Florence Bigelow, and others faced charges. Authorities said the operation stemmed from months of investigation by Oakland police with help from local agencies.

Councilman moves wants to keep job amid home sale

Newark city councilman Shamnar Abraham plans to sell his home at 1518 Donegal Court and live with his mother at 642 Thornton Ave while keeping his council seat. He won a council term in March 1974 expiring March 1978 and remains unavailable for comment on political plans. Escrow on the Donegal Court property was reported as due to close in September.

Driver abducts bus riders in chaotic San Francisco ride

A San Francisco Municipal Railway bus driver Maurice James woke irate and forced regular stops, battled passengers, and refused to release riders on Haight Street. An inspector intervened as passengers yelled at the driver and windows were pounded. The incident ended with the bus sidelined while officials investigate.
