Nixon names Kissinger as secretary of state in reshuffle
President Nixon announced Henry A. Kissinger will become secretary of state effective Sept. 3, replacing William P. Rogers who will stay on temporarily. Kissinger will continue as national security adviser to coordinate NSC and State efforts. Nixon also defended his handling of Watergate questioning Gray’s “mortally sounded” remark and said he would not recall the term used.

Hayward council cuts tax rate to 25 year low
Hayward city council lowers the 1973 74 property tax rate by five cents to 1.45 per 108 assessed dollars the lowest since 1847 amid calls for fiscal restraint. Water rate increases loom and could erase the tax cut for homeowners with estimates of 4 to 6 dollars saved vs a 10 dollar rise in yearly water charges.

Kaiser dump plan backed by county
Alameda County supervisors conditionally approved Kaiser Sand and Gravel Company’s plan for 779 acres of depleted sand and gravel pits near Pleasanton to backfill with garbage. The board gave Kaiser 15 months to gain a use permit after more hearings while directing the planning commission to consider alternate dump sites and a countywide solid waste plan.

Firehouse 4 unmanned draws council backlash

In Berkeley the recall of Councilman D Army Bailey succeeded with 18 569 votes for recall and 1 348 against Bailey. William B Rumford Jr 23 was elected to Bailey s seat with 17 102 votes while Allen Wilson received 6 244. Roburt Hannon a county supervisor was placed under citizen’s arrest by his wife Deputy District Attorney Yvonne Mannon for disturbing the peace after a night of heavy drinking. Police booked him at the San Leandro station for disturbing the peace and being drunk and he spent the night in custody.

Proposed new food rules to up prices
Washington AP The Cost of Living Council proposes Phase 4 regulations to control food prices starting after Sept 12. officials expect price increases but not as sharp as after the July 13 lift. The rules set different baselines for wholesalers and retailers and require maintaining prior markup margins. The base period may be one of the last two fiscal years ending before Feb 1 this year.
