Demos attack Nixon on health bill veto
Democrats plan to use Nixon veto of a $30.5 billion health education and labor bill as an election issue. The veto followed a two thirds override attempt that failed 203 to 171 in the House. Speaker Carl Albert and Sen. Magnuson defended the bill, criticizing budget balance and calling for better health and welfare funding while Nixon defended restraint and proposed no changes beyond his budget.

Budget rules out troop cut in Europe defense plan
The Nixon administration's next defense budget aims to avoid significant reductions in U S troop strength in Europe through mid 1974. A McGovern administration would pursue deeper cuts, potentially lowering U S forces in Europe from 34 000 to about 10 000, while NATO allies would provide initial superiority in a conflict. U S military leaders argue that a strong ground presence deters and would meet the first shock of a Soviet attack.
