Carter warns on rush to international wheat reserve
The Carter administration promotes an international emergency wheat reserve as a key farm policy goal though skeptics on Capitol Hill and farmers warn against premature steps. Wheat growers prefer a producer-held stockpile of 300 to 700 million bushels over a separate government reserve, arguing for an international system to avoid U.S. cost. The plan aims for a combined reserve around 15 million metric tons with U S participation potentially reaching 6 million tons if others contribute.
