Wisconsin groundwater policy urged to rest with DNR
State Natural Resources Secretary C D Besadny told the Wisconsin Farm Bureau annual meeting that groundwater protection should be coordinated by the DNR. He called the issue the state's top environmental concern and urged all agencies to share the burden while supporting a statewide monitoring system and voluntary farmer practices to prevent contamination. He advocated a pesticide sales surcharge to fund monitoring and pushed for mediation mechanisms to resolve rural farm disputes over regulations.
