Senators Push Farm Bill Changes Proposed by Boren

Amendments require FmHA to decide loan applications within 90 days and inform applicants of incompleteness within 20 days, plus provide reasons for disapproval and disburse funds within 15 days of approval unless a longer wait is agreed. Second amendment allows loan payments from mineral rights proceeds, excluding foreclosed or liquidating cases. Third allows borrowers to transfer accounts to adjacent county FmHA offices to improve assistance.
