ORAP funding fight shapes Wisconsin outdoors policy
Former Gov. Warren Knowles and ex-DNR Secretary Earl urged the Joint Finance Committee to approve the ORAP 1981 83 funding, opposing a $9 million cut in Gov. Dreyfus 1981 83 budget. Besaday warned cuts could threaten 1990 land goals and tourism aided by boating programs. A tax check off for endangered species was floated but opposed by the governor.
