Heating Oil Scarce and Prices Rising in Coming Winter
Pittsburgh AP report quotes Samuel Bordenkind of the Pennsylvania Petroleum Association warning of a definite shortage of home heating oil this winter and higher costs for consumers up to about 40 dollars more per average bill. He says retailers face same allocations as last year due to foreign fuel dependence and rising demand. He predicts the United States could import up to 40 percent of heating oil within two years and cautions that strict regulations may force independent retailers out of business, worsening the supply. He also notes Phase 4 rules as discriminatory and foresees gasoline shortages next summer due to late refinery runs aimed at delaying the heating oil crunch.
